Abstract
There are two approaches that led to this research: 1) The “parliament” term is used generally to refer to the assembly of representatives of a population. By an ancient tradition that is almost universal, the government of cities and villes, was chartered, so there lies the clearest antecedent of parliamentarism. 2) They apply the fundamental principles of parliamentary law, the dynamics Concejil? The council is a parliamentary institution which has a constitutional basis and is integrated by representatives elected by the people, with the most important role to express his will by developing and adopting general rules of law, beginning with its own regulations interior.References
