Resumen
Superada en gran medida la tradicional división entre derechos civiles y políticos, por un lado, y derechos económicos, sociales y culturales (DESC), por otro; así como el reconocimiento jurídico actual de los segundos como derechos de igual jerarquía y significación, se abre un nuevo espacio para profundizar en su análisis. Este artículo aborda la evolución conceptual y el marco jurídico de los DESC en el derecho internacional de los derechos humanos, centralmente, en el sistema de Naciones Unidas, a través de una revisión comparativa de los sistemas regionales en el ámbito interamericano, europeo y africano de derechos humanos. Frente a la realidad escandalosa de la pobreza y la apabullante desigualdad socioeconómica global, se exploran oportunidades paradigmáticas que ofrece este escenario jurídico renovado para la utilización de estos derechos como avenida a fin de lograr la justicia socioeconómica para millones de personas en el mundo, especialmente aquellas en condición de mayor vulnerabilidad y marginación.
